What changed

• The curriculum. Eleven topics added, informed consent, cultural competencies, and traditional and ceremonial practices among them, with no per-area hour minimums; a new waiver lets the department reduce the didactic requirements. 7.35.3.18
• The practicum. The 100 and 120 hour totals stand. New inside them: the first 20 administration-day hours are with low-risk patients, and the student must pass case presentations on two of their last four patients to complete the practicum. 7.35.3.19

The Training and Education Committee reviewed its subcommittee's education and training proposal beside the department's, and took no vote. The chair held a vote off deliberately, with the proposals close and the department's stated publication date the following Tuesday. The department restated the schedule: revised rules on August 25, and the rule hearing, whose first setting of August 28 was set aside with the July 23 publication, anticipated for October 2.

The Medical Psilocybin Act took effect, enacted as Senate Bill 219 of the 2025 regular session, Laws 2025, Chapter 73, compiled as Sections 26-2D-1 through 26-2D-11 NMSA 1978. The Act creates the medical psilocybin program and the advisory board, sets the two-part patient test, keeps psilocybin in Schedule I with a carve-out for the program, and delegates the rest to department rulemaking.
