How this site is built

Every page is built from the public record of the Training and Education rulemaking, in this order of authority:

• Source documents. The current source for every requirement on this site is the July 23, 2026 published proposed rule (7.35.3), the text going to the August 28 hearing. Three earlier documents are history and are cited only where a page compares versions: the committee's June 12 recommendation, the department's June 25 draft, and the July 9 board-meeting draft. Draft language is quoted verbatim from these PDFs and every quote links to its source page. All of them, with what each one superseded, are on the documents page.
• Meeting transcripts. Full transcripts of the June 25 and June 26 committee meetings, the July 9 Advisory Board meeting, and both July 17 meetings. These are unofficial auto-transcripts. The June 25, June 26 and July 9 transcripts are speaker-tagged, with speakers reconstructed from roll-call and hand-off cues. The two July 17 transcripts carry no speaker labels at all, and none have been added: where this site names a speaker from those two, the speaker is fixed by the surrounding text and the basis is recorded. Names garbled by transcription are corrected: Zurlo, Peskuski, Leeman, Dezbaá, Fatemi. Where a speaker or a vote could not be identified, it is left unattributed, including the two votes against the June 26 motion.
• Live meetings, transcript pending. Statements from the July 16 End-of-Life Care committee meeting, the July 17 Advisory Board meeting (including the revised certifying-clinician language on the CS-number page), and the July 17 Training and Education Committee meeting (unofficial notes logged live on Training hours) are recorded from the live meetings. No transcript or updated draft document has been posted yet; these statements sit in the middle "Transcript" tier below until one is, and will be checked against the posted record when it appears.
• Out-of-state benchmarks. Comparisons (Oregon, Colorado, Washington D.C., CIIS, the buprenorphine waiver) cite the primary rule or statute for each row, linked at the point of use.

Known soft points are flagged in place rather than smoothed over. One stands right now. The June 26 motion is attributed to Brenda Burgard per the meeting-note summary, because the raw transcript is unlabeled at that segment.

• It records dated events and attributed quotes. It does not characterize how people felt or what they meant.
• It explains facts and distinctions. It does not recommend outcomes, and no page argues a position.
• When the record changes, pages are updated and the revision is noted on the page.

Every page loads a short script that reports two things to a visit counter: the file name of the page, and the host name of the site a reader followed a link from. The counter runs on the same domain that served the page, on Cloudflare Workers infrastructure this site's maintainer controls, so there is no third party involved and nothing is sent to an advertising network, an analytics company, or a data broker. There are no cookies. From each report the counter keeps a country code, the name of the internet provider that carried the request, and a hash of the requesting address, the browser string, and the date. That hash makes it possible to tell two readers apart on the same day and impossible to connect a reader on one day to the same reader on the next, because it changes daily and none of the values that go into it are stored. The address itself, the city, and anything a reader types are never recorded. Clicks on a document link are counted by file name. A browser that sends Global Privacy Control or Do Not Track is not counted at all. Records are deleted after 400 days. The purpose is to know whether these pages are read and which of them, and the result is a private page of totals, not anything about a person.
