Documents

Updated July 25, 2026.

Every source document this site is built from, in one place: what each one is, when it landed, whether it is still current, and a direct download. Nothing here is final, promulgated rule text.

How to read the labels

  • Current The version in force for citation purposes right now.
  • Superseded Replaced by a later version. Kept because the site's history pages cite it.
  • Record A meeting record or a submission. Not superseded by anything; it is what it is.

The rule

Rules drafts, newest first

Three successive drafts of 7.35.3 NMAC, the part covering patients, certifying clinicians, practitioners, facilitators, healing centers, other approved locations, and educational programs. Each supersedes the one below it. The section-by-section comparison is on the draft page.

Committee

Recommendations and presentations

What the Training and Education Committee produced, and what was presented to it. These are proposals and submissions, not rule text.

July 17, 2026 · Dr. Anne Metz

Four recommendations: the permit title, an 84-hour didactic standard with curriculum table, a four-step practicum with a training permit, and consultation sign-off tied to two case presentations. Labeled by its author a draft for discussion.

Meetings

Transcripts

Transcripts of the meetings this site quotes. All are unofficial. The Department of Health posts its own recordings and minutes, and those govern. Read the note on each before relying on a line.

Two kinds of transcript here, and the difference matters

The July 9 transcript is speaker-tagged: each passage is labeled with who is speaking. The two July 17 transcripts are not. They were captured from auto-generated meeting notes that carry no speaker labels, and none have been added.

Where this site quotes a July 17 transcript and names a speaker, the speaker is fixed by the surrounding text, for example someone being thanked by name immediately after speaking, and the basis is recorded. Where context does not fix a speaker, no name is given. Automatic transcription also misreads names, numbers, and technical terms, and garbles speech during crosstalk.

Gaps

Documents this site does not have

Named here so the gaps are visible rather than silent. If you hold any of these, or know where they are posted, send them through.

  • Official minutes for any meeting. Nothing on this site is official minutes. One consequence is recorded on the draft page: the mover of the June 26 motion is attributed from a meeting-note summary, and the raw transcript is unlabeled at that point.
  • Recordings or transcripts for June 12 and June 25. The recommendation and the department draft from those dates are here; the meetings themselves are not.
  • The May 22 committee meeting. Held, but not recorded or posted by the department.
  • The rule hearing notice as published, with the official time, place, and comment instructions for August 28.

Send a document

If you have a document that belongs here, a rule draft, a submission, a transcript, a program curriculum, or another state's standard, send it through the community input form. Include where it came from so it can be labeled honestly. Documents are added with their source stated, and are never presented as official when they are not.

If something here is mislabeled, out of date, or wrong, that is a correction: send it through the same form with the correction topic.
